SQL Server 2008 R2 for Small Business is an entry level edition that is intended for use in small single-server office environments with a small user base. SQL Server Standard for Small Business provides the capabilities of SQL Server Standard Edition, however it is limited to 75 users and has additional restrictions for its operating environment.

Additional Restrictions:

It must be joined to a domain where a single server in the domain must contain all the flexible single master operations (FSMO) roles and is the root of the Active Directory forest,
-
The domain cannot have trust relationships with any other domains,

The domain cannot have any child domains, and
-
The sum of users and devices in the domain cannot exceed 75.

The customer may not run instances of the server software, separately licensed or otherwise, at the same time in another operating system environment within the same domain.
Client Access Licenses (CALs) are required for each device or user that accesses the features and services of Microsoft SQL. User CALs are likely to be more cost effective than Device CALs if there are multiple devices per user (for example, a user has a laptop and handheld computer accessing SQL Server). A minimum of 5 CALs is required as well as a server license.
